Appello delle ONG europee: ‘Il vergognoso embargo di Gaza minaccia le vite dei cittadini assediati’.

APPELLO DELLE ONG EUROPEE: 

IL VERGOGNOSO EMBARGO DI GAZA MINACCIA LE VITE DEI CITTADINI ASSEDIATI 

La Striscia di Gaza è soggetta da quasi due anni a un blocco totale e ininterrotto, che minaccia le vite dei palestinesi rimasti nell’area e nega loro le condizioni essenziali per un’esistenza umana e dignitosa. Dall’estate scorsa, le sanzioni contro Gaza – un piccolo frammento di terra con una delle più alte densità di popolazione al mondo – sono state intensificate. Il blocco è ora ancor più opprimente per il milione e mezzo di abitanti della zona, gran parte dei quali sono rifugiati che vivono in campi profughi decadenti. 

L’assedio, condotto dal Governo di Occupazione Israeliano, ha ridotto la Striscia di Gaza a una vera e propria prigione. Nessuno dei residenti è in grado di oltrepassare i confini per nessun motivo; nessuna apertura è concessa neanche ai casi di salute più disperati, agli studenti e ai lavoratori pendolari e ai funzionari delle organizzazioni umanitarie. 

Severe misure sono adottate anche per quanto riguarda l’importazione di medicine essenziali, nonché di cibo e di ogni forma di aiuto umanitario, compresi i rifornimenti di combustibile – risorsa esterna vitale per il territorio –, materie prime, materiale edile ed altri beni fondamentali per la vita quotidiana.

Le pesanti sanzioni hanno creato molte situazioni allarmanti, che potrebbero produrre effetti catastrofici, in particolare in ambito sanitario, alimentare e educativo. I settori industriale e economico di Gaza ne stanno uscendo totalmente paralizzati, senza contare le gravi conseguenze sul mercato del lavoro, che già soffre per livelli record di disoccupazione – tra i più alti del mondo.

Dall’inizio del novembre 2007, il numero di decessi ricollegabili agli effetti delle sanzioni è cresciuto notevolmente: una persona al giorno muore in seguito alla mancanza di medicine, o alla negazione del permesso necessario per essere trasferito all’estero e ricevere delle cure. In tutti i casi verificatisi finora, le vittime erano in possesso dei documenti necessari che provavano che esse avevano urgente bisogno di cure mediche fuori dalla Striscia.

La chiusura del passaggio di Rafah, la sola apertura verso il mondo esterno, è una testimonianza delle conseguenze delle dure sanzioni imposte alla popolazione di Gaza. Da diversi mesi, migliaia di persone vengono fatte scendere alle soglie del passaggio, mentre tentano di accedere all’area o di uscirne: tra queste, un numero stimato di 3000 studenti iscritti a università, college e scuole con sede all’estero. All’inizio della scorsa estate era stato impedito loro di uscire da Gaza dopo aver fatto visita a genitori e parenti: ora, il futuro accademico di un’intera generazione di Palestinesi è a rischio.

Questi sviluppi critici giungono in un momento nel quale le forze di occupazione israeliane proseguono le loro aggressioni quotidiane contro gli abitanti della città; un momento nel quale uomini e donne di tutte le età perdono la vita ogni giorno e le strutture civili sono sottoposte a continui danneggiamenti. Per unire la beffa al danno, il governo israeliano sta ancora minacciando di portare avanti un’invasione militare di Gaza su vasta scala nelle prossime settimane. Così è completo il quadro della situazione.

L’aspetto più deplorevole della questione è che la comunità internazionale ha ignorato completamente tutti gli allarmi lanciati negli ultimi mesi dalle agenzie ONU per il soccorso umanitario, oltre che dalle ONG, riguardo ai pericoli della politica di sanzioni. Questo è messo ancora più in risalto nel caso di chi sostiene queste sanzioni, primi fra tutti Israele e i suoi collaboratori.

Noi sottoscritti, alla luce di tali pericoli legati a quest’embargo:

1.     Condanniamo in modo fermo e risoluto le sanzioni imposte alla Striscia di Gaza. Richiamiamo l’attenzione sulla natura inumana e immorale di queste politiche, che costituiscono una seria violazione della legge internazionale umanitaria e delle convenzioni per i diritti umani.

2.     Guardiamo a queste sanzioni contro Gaza come a un lento processo premeditato di sterminio dei suoi abitanti e una violazione del loro diritto alla vita. È una distruzione programmata di ciò che resta dei loro mezzi per vivere e delle loro opportunità di costruirsi un futuro sicuro, con un’esistenza dignitosa.

 3.     Condanniamo risolutamente il governo israeliano per il suo prolungare le sanzioni e per il suo eccessivo indulgere nel rafforzarle giorno dopo giorno. Riteniamo il governo israeliano, in quanto co-autore di queste politiche, responsabile della morte di tutte le vittime e del catastrofico impatto di suddette sanzioni. Tra i responsabili includiamo anche la comunità internazionale, che ha ignorato queste violazioni e rifiutato d’intervenire per fermarle

 4.     Richiamiamo l’attenzione di tutti coloro i quali sono implicati nella loro solenne responsabilità di riaprire il passaggio Rafah – Palestina (e quindi primo fra tutti il governo egiziano), dato che si tratta del solo collegamento tra il popolo di Gaza e il mondo esterno

5.     Consideriamo del tutto inaccettabile che l’Europa diventi eventualmente complice, diretto o indiretto, di questa politica di assedio. Questa nostra affermazione si basa sul nostro riconoscimento dell’influenza dei governi europei nella regione e degli obblighi morali e umanitari di cui essi si sono fatti carico in accordo ai trattati internazionali e alle convenzioni per la difesa dei diritti umani. Sollecitiamo il loro intervento immediato per mettere fine a queste sanzioni criminali ed esercitare ogni forma di pressione necessaria a quest’obiettivo. 

 6.     Sollecitiamo le agenzie ONU, le istituzioni civili in Europa e nel mondo e tutti i difensori dei diritti e delle libertà dell’uomo ad alzare la voce e a raddoppiare gli sforzi per premere in modo effettivo a favore dei diritti alla sanità, all’educazione, alla vita, allo spostamento e all’impiego delle persone che vivono nella  Striscia di Gaza. Bisogna che tutti questi organismi trasmettano un messaggio forte a tutte le parti in causa, ribadendo l’inaccettabilità di queste politiche. 

7.     Dichiariamo che le sanzioni imposte a un milione mezzo di palestinesi nella Striscia di Gaza rimarranno il punto focale del nostro interesse congiunto, e consideriamo ciò un impegno morale che lega chiunque in qualunque parte del mondo abbia una coscienza.

STATEMENT FROM EUROPEAN NGO’S: 

THE IMMORAL SIEGE OF GAZA THREATENS THE LIVES OF ITS INHABITANTS 

 The Gaza Strip has been subjected to a total blockade for almost two years running. It threatens the lives of the Palestinians who remain in the territory and denies them of the most basic opportunities of a decent human existence. Since last summer the sanctions have been tightened on Gaza – a tiny piece of territory with one of the largest population density in the world. The blockade now affects the lives of Gaza’s population in a most distressing manner. Most of them are refugees who inhabit decaying refugee camps.

The siege, which is supported by the Israeli Occupation Government, has reduced the Gaza Strip in which 1.5 million people reside to a veritable huge prison. None of the residents are able to leave the territory under any circumstances; not even the most desperate health cases, foreign-based students, expatriate workers or journalists and officials from humanitarian organizations.

The siege further prohibits the import of essential medicine as well as food and all forms of humanitarian aid. This includes; fuel supplies upon which the territory relies upon entirely from external sources, primary industrial raw material, construction material and other basic necessities of life.

The harsh sanctions have created many disturbing realities of far-reaching catastrophic dimensions, particularly in the areas of health, nutrition, education and humanitarian aid. They have resulted in the total paralysis of Gaza’s industrial and economic sectors. There have also been serious consequences on the labour market, already suffering from records levels of unemployment – among the highest in the world.

Since the beginning of November 2007 the number of fatalities from the sanctions has risen markedly. One person dies very day as a consequence of the denial of medicine or the prevention of severe cases from travelling abroad for treatment. In all cases the victims possessed the required papers to prove they needed emergency medical treatment abroad.

The closure of the Rafah Crossing, the only opening to the outside world is a witness of the consequences of the strict sanctions imposed on the people of Gaza. For several months thousands of people have been stranded at the Crossing either in their attempt to enter or leave the Gaza Strip. Among these are an estimated 3,000 students registered in foreign universities, colleges and schools. They were barred from leaving Gaza after visiting parents and relatives at beginning of the summer. The academic future of an entire Palestinian generation is now threatened in Gaza.

These critical developments come at a time when the Israeli Occupation Forces continue its daily military aggression against the Palestinian population of Gaza. Victims of every age die each day. There is, besides, widespread destruction of the civilian structures. To add insult to injury the Israeli government is still threatening to carry out a large-scale military invasion of Gaza in coming weeks. This completes the picture of the humanitarian situation.

It is most regrettable is that after all the repeated warnings in recent months from UN relief and humanitarian agencies as well as NGO’s concerning the dangers of the sanctions policy – the international community has ignored them completely. This has been evidenced in the case of those who uphold the sanctions, foremost among them being Israel and its collaborators.

We the undersigned in the light of these dangerous consequences of the blockade:

1.     Condemn in the strongest terms the sanctions imposed on the Gaza Strip. We draw attention to the inhuman and immoral nature of these policies which constitute a grave violation of international humanitarian law and human rights conventions.

2.     We regard these sanctions on Gaza as a process of slow, programmed killing of its inhabitants and a violation of their right to life. It is a programmed destruction of what remains of their means of existence and their opportunities for a decent existence and secure future.

 3.     We strongly condemn the Israeli government for perpetuating the sanctions and its excessive indulgence in tightening them day after day. We hold the Israeli government responsible, being a partner in these policies for the victims and the catastrophic impact of the sanctions. This includes the international community that has ignored these violations and refused to intervene to stop them.

4.     We draw the attention of all those concerned of their solemn responsibility and in this regard the Egyptian government to open the Rafah – Palestine Crossing given the fact that it is the only opening for the people of Gaza to the outside world.

5.     We regard it as totally unacceptable that Europe should become complicit, directly or indirectly, in this policy of siege. We make this affirmation based on our recognition of the influence of the European governments in the region and the humanitarian and moral obligations they bear in accord with international treaties and conventions to protect human rights. We urge their immediate intervention to end these criminal sanctions and exert all forms of pressure necessary toward this end.

6.     We urge the UN agencies, civil society bodies in Europe and internationally and all defenders of human rights and freedoms to raise their voices and double their efforts to bring effective pressure to bear in the interest of the rights of their fellow human beings in the Gaza Strip  to health, education, life, movement and employment. They must all send a strong message to all the concerned parties that it is totally unacceptable that these policies should continue.

 7.     We declare that the sanctions imposed against 1.5 million Palestinians in the Gaza Strip would remain the focus of our concerted interest and we regard this a moral duty binding on all people of conscience everywhere.

 بيان من مؤسّسـات غير حكـومية في أوروبـا

حصار قطاع غزة سياسة غير أخلاقية وتهديد شامل لحياة سكانه

 يواجه قطاع غزة منذ قرابة سنتين حصاراً شاملاً، هدّد ما تبقى للفلسطينيين فيه، من فرص الحياة الإنسانية اللائقة. ومنذ مطلع الصيف الماضي تم تشديد ذلك الحصار المفروض على القطاع ذي المساحة الصغيرة المكتظة بالسكان، فأصبح يضيِّق الخناق على السكان القاطنين هناك بشكل صارخ، ومعظمهم من اللاجئين الذين يعيشون في مخيّمات بائسة.

لقد حوّلت سياسة الحصار التي تتبنّاها حكومة الاحتلال الإسرائيلي، قطاع غزة الذي يعيش فيه مليون ونصف المليون نسمة إلى سجن كبير، بكل ما يعنيه ذلك على أرض الواقع. ولم يعد أيّ من سكان القطاع يتمكن من مغادرة القطاع تحت أي ظرف من الظروف، حتى بالنسبة للحالات المرضية المستعصية والطلبة والطالبات الدارسين في الخارج ومزاولي الأعمال المختلفة فضلاً عن الصحافيين ومراسلي الإعلام ومسؤولي الوكالات والجمعيات الإنسانية.

ويشمل الحصار أيضاً منع تدفق العقاقير الطبية والمستلزمات العلاجية والتجهيزات الطبية، وكذلك المواد الغذائية والتموينية والمساعدات الإنسانية، فضلاً عن إمدادات الوقود والطاقة الخارجية التي يعتمد القطاع عليها اعتماداً كلياً، علاوة على المستلزمات الصناعية الأوّلية ومواد البناء والكثير من السلع والاحتياجات اللازمة لمعيشة السكان.

لقد أنشأت حالة الحصار المشدّدة المفروضة على قطاع غزة، وقائع مأساوية ذات أبعاد كارثية، وبخاصة على قطاعات الصحة والتغذية والتعليم والعون الإنساني، كما أدت إلى شلل تام في المرافق الصناعية والقطاعات الاقتصادية، وتسبّبت في أزمة متفاقمة في سوق العمل الذي كان يعاني في الأصل من معدلات بطالة قياسية هي الأعلى عالمياً.

ومنذ مطلع شهر نوفمبر الجاري، طرأ ارتفاع حادّ في أعداد ضحايا الحصار بشكل مباشر، لتبلغ حالة وفاة جديدة على الأقل كل يوم، بسبب المنع من تلقي العقاقير الطبية أو إدخال العلاجات اللازمة أو حرمان الحالات المرضية من العلاج بالخارج، رغم وجود تحويلات طبية لتلك الحالات وتوفر مستلزماتها الثبوتية.

ويمثل إغلاق معبر رفح البريّ، وهو منفذ قطاع غزة الوحيد إلى العالم الخارجي، شاهداً آخر على واقع الحصار الخانق المفروض على سكان القطاع. ويعلق على جانبي المعبر منذ شهور آلاف الفلسطينيين من المضطرين إلى الخروج من قطاع غزة أو الدخول إليه، وبضمنهم قرابة ثلاثة آلاف طالب وطالبة ملتحقين بجامعات ومعاهد عليا ومدارس في الخارج لم يتمكنوا من مغادرة القطاع بعد أن زاروا ذويهم مطلع الصيف الماضي، بما يهدِّد المستقبل الدراسي والأكاديمي لهذه الشريحة الواسعة من الجيل الفلسطيني الجديد في قطاع غزة.

وتأتي هذه التطوّرات الجسيمة بينما يستمر جيش الاحتلال الإسرائيلي في اعتداءاته اليومية المسلّحة على المواطنين الفلسطينيين في قطاع غزة، والتي يسقط خلالها ضحايا من شتى الأعمار بشكل يومي، وتخلِّف أضراراً جسيمة في المنشآت المدنية. وما يفاقم الموقف؛ أنّ الحكومة الإسرائيلية ما زالت تهدِّد بعملية اجتياح عسكرية واسعة لقطاع غزة في الأسابيع المقبلة، وهو ما يرسم صورة قاتمة لمآلات الوضع الإنساني في القطاع.

وما يزيد الأسف، أنّ كافة التحذيرات المتكرِّرة الصادرة خلال الشهور والأسابيع الأخيرة، عن وكالات العون والإغاثة المختصة التابعة للأمم المتحدة وكذلك المنظمات غير الحكومية، من خطورة سياسة الحصار المشدّد المفروضة على قطاع غزة؛ قد ذرتها الرياح ولم تلقَ أية استجابة تذكر من المجتمع الدولي، فضلاً عن من يمارسون سياسة الحصار وفي مقدمتهم الجانب الإسرائيلي، ومن يشاركون في تلك السياسة أو يتواطؤون معها.

 

إننا وعلى ضوء هذه التطوّرات الخطيرة، وما تشهده وقائع الحصار من تفاقم؛

1- ندين وبأقصى العبارات سياسة الحصار المفروضة على قطاع غزة، والتي تزداد تشدداً يوماً بعد آخر، لافتين الانتباه إلى الطابع غير الإنساني وغير الأخلاقي لهذه السياسة، والتي تمثل انتهاكاً لأحكام القانون الإنساني الدولي ومواثيق حقوق الإنسان.

2- نعتبر الحصار المفروض على قطاع غزة عملية قتل منهجي بطيئة بحق سكان القطاع، وانتهاكاً متواصلاً لحقهم في الحياة، وتدميراً مُبرمَجاً لما تبقى لهم من مقومات في الوجود، ومن فرص في العيش السويّ والمستقبل الآمِن.

3- نستنكر بشدة إقدام الجانب الإسرائيلي على الاستمرار في سياسة الحصار هذه بل والتمادي فيها وتشديدها يوماً بعد آخر، ونحمِّله وشركاءه في هذه السياسة؛ المسؤولية عن ضحاياها وآثارها الكارثية وتبعاتها، بما في ذلك المجتمع الدولي الذي تجاهل هذه التجاوزات والانتهاكات ولم يتدخل لوقفها.

4- نلفت الانتباه كافة الأطراف ذات العلاقة إلى مسؤوليتها في هذا الجانب، وبالأخص ما يتعلّق بمسؤولية الحكومة المصرية عن فتح معبر رفح المصري – الفلسطيني، باعتباره الرئة الوحيدة التي يتنفّس عبرها سكان القطاع.

5- نعتبر أنّه لا يُقبَل من الموقف الأوروبي الضلوع في سياسة الحصار تلك أو التواطؤ معها، بشكل مباشر أو غير مباشر، ونعرب عن قناعتنا بأنّ الجانب الأوروبي بما له من نفوذ في المنطقة وبما يترتّب عليه من التزامات إنسانية وأخلاقية، وبموجب تعهداته المبدئية بحماية حقوق الإنسان؛ مُطالَب وبشكل ملحّ بالتدخل الفوري لإنهاء ذلك الحصار الجائر وممارسة كافة الضغوط اللازمة في هذا الاتجاه.

6- نحثّ وكالات الأمم المتحدة ومنظماتها المتخصصة، وكذلك المجتمع المدني في أوروبا والعالم، وكافة المدافعين عن حقوق الإنسان وحرِّيّاته، على رفع أصواتهم ومضاعفة جهودهم، من أجل الضغط الفاعل لصالح حقوق البشر القاطنين لقطاع غزة في الحياة والعلاج والتعليم والتنقل والكسب المعيشي الحرّ، ولإيصال رسالة قوية لكلّ الأطراف المعنية بأنّه ليس من المقبول استمرار سياسة الحصار تلك.

7- نعلن أنّنا سنبقي حالة الحصار المفروضة على المليون ونصف المليون فلسطيني في قطاع غزة موضع نظرنا ومتابعتنا الكاملة، باعتبار ذلك واجباً أخلاقياً مفروضاً على أصحاب الضمائر الإنسانية في كل مكان.
